Transition Towards Electric Mobility in Armenia

Collaborating with GEF and UNEP, Environment Group provided strategic consulting to accelerate Armenia’s national shift toward low-carbon transport. Through the “Transition Towards Electric Mobility” program, our team ensured that national procurement strategies and operational policies fully aligned with international green transition goals. By delivering optimized EV charging infrastructure mapping, technical guidelines, and robust policy interventions, we established a sustainable framework to support a resilient, long-term e-mobility ecosystem.

To facilitate a successful and highly structured transition toward clean transport, Environment Group delivered critical consulting services to support the Armenian Government in the implementation of its national electric mobility strategy. Recognizing that accessible infrastructure is the backbone of electric vehicle (EV) adoption, our team developed a comprehensive roadmap to facilitate the rollout of a national EV charging network. The project delivered a detailed location planning and advisory report that evaluated the current inventory of 131 charging stations in Armenia and identified strategic geographic locations to reduce consumer “range anxiety” and encourage broader, reliable regional travel. This analysis prioritized equipping CNG stations and major highways with high-power fast chargers, providing an optimal expansion blueprint for achieving the country’s ambitious 2030 and 2050 transport goals. 

To complement physical infrastructure planning and ensure high-quality public investment, Environment Group provided targeted technical support for the procurement of EVs and charging stations. Our experts clarified and formulated the required technical, functional, environmental, and financial characteristics for the pilot procurement program. This included defining precise specifications for fast-charging stations, battery cooling systems, warranties, and required charging connector types (such as Type 2 Mennekes and Type 5 CCS Combo) to guarantee hardware compatibility and operational safety. Furthermore, during the procurement process itself, the team provided methodical assistance to the government, including analyzing the technical specifications submitted by participants to ensure rigorous compliance with international standards. 

Finally, our experts conducted an in-depth analysis of existing transport regulations to introduce new transport policies to Armenia. Environment Group supported the drafting of policy recommendations designed to actively incentivize consumers and municipal governments to shift from traditional combustion engines to electric power. These recommendations heavily emphasized rapid development of charging infrastructure through state subsidies, expanding tax and customs privileges for EV buyers, creating tailored financing programs for municipalities, and promoting exemplary behavior by mandating state agencies to prioritize EVs in their official fleets. To round out the strategy, the project also proposed comprehensive public awareness campaigns aimed at educating the public on the lower operating costs and profound environmental benefits of electric vehicles, cementing community buy-in for Armenia’s sustainable mobility future.
