Feasibility study for modernization of Kyrgzhydromet

Assigned by World Bank, Environment Group contributed to the Central Asia Hydrometeorology Modernization Project (CAHMP). Environment Group worked alongside CAI consulting firm as specialised sub-consultants. This initiative was designed to transform the Kyrgz Republic’s National Meteorological and Hydrological Service (Kyrgzhydromet) into a modern, sustainable and user-oriented sub-unit.
To guide this extensive transformation, Environment Group implemented in-depth research and authored a feasibility study that established the basic intended framework for the “Concept for the Development of Kyrgyzhydromet until 2030”. This foundational document meticulously mapped out the potential pathways and specific operational steps required for the agency to achieve full modernization.
A critical component of the assignment involved executing a thorough assessment of the country’s current meteorological and hydrological monitoring networks. Based on this technical evaluation, our experts recommended the strategic deployment of automated weather stations to significantly increase the accuracy, speed, and reliability of national weather predictions. Beyond physical and technical infrastructure, the team conducted a rigorous analysis of the agency’s internal staffing structure. To ensure long-term institutional viability and efficiency, Environment Group proposed new standard operating procedures alongside a sustainable financing framework designed to carefully balance state budget allocations with ongoing operational costs.
