To support the introduction of this national system, Environment Group collaborated with field experts to conduct an in-depth environmental and socio-economic analysis. This involved evaluating Armenia’s current packaging waste flows, landfill practices, and recycling sector capacities, while concurrently assessing the anticipated social impacts of introducing a DRS, including affordability, employment effects, and consumer participation. As part of this comprehensive evaluation, the team conducted a full feasibility study and cost-benefit analysis that benchmarked Armenia against Lithuania and twelve other European Union countries. Detailed financial models were undertaken to estimate necessary capital investments, evaluate the operational sustainability of the system, and project its long-term socio-economic benefits.
Building on these analytical findings, Environment Group developed a package of draft legislative acts, which included the Law on DRS and necessary amendments to related laws. The team also provided methodological guidance for the operation, monitoring, and governance of the system in accordance with EU directives and Extended Producer Responsibility (EPR) principles. Recognizing the importance of stakeholder buy-in, we designed and implemented a structured consultation process that engaged ministries, municipalities, civil society, producers, importers, and retailers, ensuring inclusiveness and gender sensitivity across all discussions. Finally, to guarantee the system’s practical success, Environment Group proposed and designed targeted public campaigns and outreach strategies aimed at increasing awareness and improving consumer waste-sorting behavior, while explicitly addressing economic co-benefits such as local job creation and support for the domestic recycling industry.

Environment Group provided essential consulting services for the implementation of the environmental and social audit and assessment of a Deposit Refund System (DRS) in Armenia. The primary objective of this project was to thoroughly assess the feasibility and design of a DRS for single-use beverage packaging ensuring the framework strictly aligns with the CEPA obligations and international circular economy standards.
