Municipal Solid Waste Management Project
Client: European Bank for Reconstruction and Development
Partner: Hydroplan Ingenieur-Gesellschaft mbH (Germany)
Environment Group provided comprehensive corporate and municipal support services for Kotayk and Gegharkunik Solid Waste Management Project. Financed by the EBRD, EU NIF, and E5P, this major initiative aims to modernize regional waste infrastructure in strict alignment with EU environmental standards. By conducting critical environmental and socio-economic impact analyses alongside extensive legal and stakeholder support, our team ensured the sustainable execution of this transformative project.
To lay the groundwork for this expansive modernization effort, Environment Group deployed its experts to carry out rigorous environmental and socio-economic assessments, including comprehensive baseline studies and due diligence in line with EBRD requirements. These assessments deeply analyzed the detrimental impacts of existing dumpsites on surrounding land, local water resources, biodiversity, and public health. Building on these insights, the team prepared feasibility studies, Environmental and Social Action Plans (ESAPs), and robust stakeholder engagement frameworks. All documentation was carefully crafted in compliance with strict international benchmarks, including EBRD Performance Requirements, European environmental and social laws (EU directives), standards for environmental management (ISO 14001), and occupational health and safety standards (OHSAS 18001). By systematically applying internationally accepted methodologies and drawing operational knowledge from other countries that have undergone similar EBRD-financed waste sector reforms, Environment Group successfully positioned Armenia to benefit directly from proven global best practices.
A critical component of this assignment involved directly supporting the newly established Kotayk and Gegharkunik Waste Management Company. Environment Group actively reviewed the company’s charter, drafted essential internal regulations and operational procedures, and strengthened overall corporate governance and financial planning capabilities. To ensure long-term operational sustainability, our experts developed strategic recommendations on tariff-setting mechanisms designed to delicately balance full cost recovery with necessary social equity.
Recognizing that infrastructural success heavily relies on community acceptance, Environment Group designed and successfully implemented a broad Stakeholder Participation Programme. This initiative engaged ministries, municipalities, NGOs, local schools, and individual households. These activities encompassed targeted information campaigns, school-based environmental education initiatives, and dedicated working groups convened to discuss sensitive topics such as tariffs, municipal subsidies, and environmental protection measures. To further build local capacity, we conducted structured, intensive training for municipal staff and company personnel focusing on modern waste management operations, environmental and social safeguards, health and safety protocols, and effective community liaison strategies. Finally, to cement these concepts and provide concrete examples of success, Environment Group organized an international study tour, giving Armenian stakeholders invaluable firsthand exposure to modern, highly effective waste management practices operating within EU countries.
As a testament to the project’s enduring impact and our team’s adherence to high professional standards, Environment Group’s efforts were recognized at a national level when the firm received the Sustainability award at the Project Management Conference & Awards 2025 in Armenia, organized by the Project Management Institute (PMI).
