Environment Group supported the Ministry of Environment and the Environmental Project Implementation Unit in developing Armenia’s Country Cooperation Program for the Green Climate Fund’s second replenishment round (2024–2027).
Environment Group served as the lead technical consultant to the Environmental Project Implementation Unit (EPIU) of the Ministry of Environment to develop the GCF-Armenia Country Cooperation Program. Executed in close alignment with the Green Climate Fund’s revised strategy for the 2024-2027 replenishment round, this overarching initiative was designed to strengthen the programmatic partnership framework with the GCF and firmly link it to Armenia’s long-term, low-carbon development strategies. To ensure the program’s long-term success, our experts led an extensive multi-stakeholder engagement process and established a robust monitoring and evaluation mechanism with clear review milestones.
To maximize Armenia’s access to international climate finance, our team mapped the country's readiness needs and integrated adaptation co-benefits into mitigation-focused priorities across key result areas like energy generation, forest and land use, and the livelihoods of vulnerable communities. Building on this foundation, we delivered a targeted green finance implementation roadmap and action plan for 2024-2027, successfully preparing the local financial sector for a comprehensive green transition. We also designed strict operational guidelines and prioritized ongoing capacity building to ensure that national accredited entities are fully equipped to handle upcoming GCF funding cycles.
Translating these strategic priorities into actionable investments, Environment Group simultaneously managed the rigorous structuring of a concrete, bankable climate project pipeline. Our experts led a comprehensive screening process, reviewing eleven separate project submissions ranging from early-stage Project Information Notes to mature Concept Notes. Following detailed evaluations against GCF impact areas and investment criteria, we shortlisted six high-priority project ideas for further development. This targeted pipeline structured tens of millions of dollars in estimated GCF financing and co-financing across critical national initiatives, including forest infrastructure recovery, strengthening adaptation capacities in arid zones, and advancing concessional co-financing for clean energy in the private sector.
