environmental and socioeconomic E-Waste Risk Assessment

As Armenia accelerates its transition toward cleaner transport, the state vehicle procurement sector has undergone significant changes. To support this momentum and manage emerging environmental risks, Environment Group partnered with BDO Armenia to deliver a highly specialized risk assessment, circular economy regulatory framework, and socio-economic analysis for hazardous e-waste streams on behalf of the R2E2 Fund. The project delivered a comprehensive evaluation of end-of-life streams for solar technologies and EVs, alongside a detailed socio-economic impact analysis of e-waste management. This critical work ensures that the adoption of green technologies does not inadvertently create future ecological liabilities. 

Complementing the technical e-waste and circular economy regulations, the project formulated a strategic suite of policy recommendations designed to foster further development in the electric mobility sector. A primary focus was the rapid expansion of charging infrastructure. The strategy advised providing state subsidies for the installation of charging stations – particularly in regional and rural communities – mandating their inclusion in newly built state and community structures, and creating regulatory mechanisms to ensure transparent and affordable tariffs. To financially incentivize the transition, the team recommended expanding tax and customs privileges, such as offering tax benefits for local production or assembly programs and introducing co-financing initiatives to help municipal governments purchase electric vehicles. 

To ensure long-term success, the strategy heavily emphasized community engagement and exemplary state leadership. The recommendations outlined comprehensive public awareness campaigns focused on the economic and environmental benefits of EVs, highlighting lower operating costs and charging convenience, while integrating green technology education into schools and community centers. Furthermore, the strategy advised creating dedicated financing and affordable leasing mechanisms for municipalities. At the national level, state agencies were encouraged to lead by example by prioritizing electric vehicles in their fleets, establishing renewable energy-based charging stations, and publishing transparent transition reports. Finally, the project underscored the importance of international cooperation, advising the state to attract support from international financial institutions and adopt global best practices in public procurement to firmly secure Armenia’s sustainable mobility future.
