Transition Towards Electric Mobility
Environment Group assisted the Ministry of Environment in implementing Armenia’s electric mobility strategy. The assignment included development of an EV charging infrastructure map, procurement strategy, and policy recommendations to support the country’s transition to cleaner transport.
The vehicle procurement sector in Armenia has undergone significant changes in 2024, but for further development, the following is recommended:
1. Rapid development of charging infrastructure
• Provide state subsidies for the installation of charging stations, especially in regional and rural communities.
• Mandate the installation of charging stations in newly built state institutions and community structures.
• Create mechanisms for regulating charging services with transparent and affordable tariffs.
2. Expand tax and customs privileges
• Provide tax benefits for local production or assembly programs.
• Introduce co-financing programs for municipal governments for the purchase of electric vehicles. 3. Public awareness and education programs
• Organize public awareness campaigns on the economic and environmental benefits of electric vehicles.
• Disseminate information about lower operating costs and the convenience of the charging process.
• Include education about "green" technologies in schools and community centers.
4. Financing and incentive programs for communities
• Fund the purchase of electric vehicles by municipalities through special budget programs.
• Create a state support mechanism to encourage the use of energy-efficient vehicles.
• Enable affordable leasing or credit conditions at the community level.
5. Promoting exemplary behavior by state agencies
• Require all state agencies to give preference to electric vehicles.
• Create renewable energy-based charging stations for the state vehicle fleet.
• Publish reports on electric vehicles used by state agencies to ensure transparency.
6. International cooperation and investments
• Research and apply best international practices in the process of state procurement of electric vehicles.
• Attract support from international financial institutions and donors for the development of infrastructure.
• Establish cooperation with regional countries based on successful international examples.
These recommendations are aimed at promoting the wider use of electric vehicles at the state and community levels, which will contribute to both ecological and economic sustainability in Armenia.
